Why do some lights flicker first before completely turning on?

Some kinds of light such as fluorescent ones, need heating to be able to move enough electricity through the contained gas.

I think what happens is that gas is ionised, emits light and loses so much energy in the process, that it needs a moment until it is ionised again.

Ionisation is when electrons are pulled off the gas atoms.
