Why do some roads have those “squiggles” of tar instead of the entire road being black/grey from the tar?

As the earth shifts and moves from moisture and temperature changes throughout the year the road develops cracks. If vehicles keep driving over the cracks their tires widen the crack and larger potholes can start to form as well. If they patch it early with tar the rest of the surface is undamaged and the crack doesn’t change size. This allows money to be saved for when it’s time to resurface.
