To protect them from things falling on their heads, or from banging their heads if they happen to lose their footing and fall.

It’s a huge industrial site – the largest machine on the planet. Tweaks and repairs are being made frequently. Forklifts and other machines and vehicles are used regularly. And if something goes wrong during operations, bad things (including falling parts) can happen. And in that context, applicable safety regs and laws almost certainly mandate hard hats.
