I presume so they can dissolve better, since some types of pills dissolve better sublingually than through just swallowing them.

on the under side of your tongue you have tons of blood vessels therefore the pill depending on the pill and it’s instructions it can absorb easily and fast into the blood stream

This isn’t common, but I’ve had providers tell me it’s so the drug can start absorbing by the buccal (oral mucosa/tissue) route while the rest of the drug is absorbed in the intestines.
