why do the laces(collar) on my hoodie go left and right meanwhile I go forward

Because your movement forward is not a straight movement forward. There are a lot of tiny movements, to both sides, that culminate in you going overall forward. If you were to stand on a conveyor belt and have it move you forward, the laces would be going back and forth. However as you move your legs, the momentum is angled, and with additional sideways momentum being generated with every step, the sideways momentum will be quite strong.
