why do time changes occur on different days, weeks apart, around the world?

In Canada we had the time change I think about two weeks ago. My wife is in Mexico and they had the time change today. Wouldn’t it make more sense to have the time change around the world at the same time?

Governments each set their own dates for switching between Daylight Savings Time and standard time. It could be determined by things like sunset/sunrise based on latitude/longitude of the country, crop seasons, holidays (US pushed back DST end to have it after Halloween, so more daylight to protect kids), etc.
