Your body thermo regulates pretty efficiently by bringing your fluids closer and further away from the surface of your skin. Heat transfers from hot to cooler areas, so the air around your body is constantly sucking heat out of you. When you bring your veins into contact with warm water your body tries to thermo regulate by pumping blood closer to the outer layer of skin so the excess heat can be drawn off your body.

Tip, don’t go outside in the winter after drinking alcohol. Your body can think its warmer than it is and thus the cold air pulls more heat.
