Why do we need greasy moisturizers to hydrate our skin? Isn’t water enough?

All our skin is covered in a thin layer of grease, in some parts of the body more than others. That makes you waterproof and keeps your skin hydrated, as water what it does is in fact dehydrate your skin (even if it sounds contradictory).
I have a skin condition that prevents my body of generating enough grase, making my skin dry as fuck.
