Why do we need greasy moisturizers to hydrate our skin? Isn’t water enough?

You’re waterproof, so applying water doesn’t hydrate your skin.
I’m sure others will be able to explain better, but there are moisturizers that aren’t greasy-feeling (I hate my hands feeling greasy, the one I use is Gold Bond healing hand cream; I’m sure there are others).
