Only in countries with bad infrastructure like US , Islamic countries and some African ones you pay for the quantity of data. In most of the world you pay for bandwidth (speed), no limits whatsoever. I go beyond 80Gb each month for 12 eu/usd. This includes unlimited 4G data/calls/sms, all across european union not just national
