It has to do with the function of the center of your eye and the sides of your eye. In the center there are cones and rods for color. The peripheral doesn’t see any color since there are no cones or rods. This leaves it seeing black and white but much better at seeing movement. If you look at something that small directly then the eye sees mostly the void but faintly the star. With peripheral you just see the bright of the star
