Why do we sometimes feel so tired and are actually sleep deprived but unable to fall asleep?

(On the contrary, other times we feel like our eyes are literally going to close because of tiredness no matter how hard we try to stay awake, which makes more sense logically.)

Lots of reasons. Stress is a proven problem for falling sleep, as is anxiety, as is thinking about sleep itself. You can also be physically spent but have your circadian rhythm out of whack, so your body isn’t releasing and supressing the right chemicals and stimulants. This can be caused by lack of sun, lack of exercise, eating habits, exposure to blue light, changes to daily patterns, etc.
