Well. Essentially. With a sunburn your skin gets damaged. And the nerves underneath slowly kill themselves so they can regenerate a fresh layer of skin for you. During that process your skin is damaged and has trouble regulating the temperature on the surface. Thus, chills.

It is because the blood rushes to the outer layers (the burned layers) of your skin to heal it. In doing so, the blood loses heat to the environment in order to cool down the burned tissue. This moderate heat loss is felt as hot skin, and through the body as a feeling of cold.
