Because you hear your own voice through your head and not directly through your ears. When you talk it causes vibrations from your voice box up your throat and out your mouth.

When you hear yourself however you’re hearing the vibrations within your head not the sound that’s projected from your moth since your mouth is in front of your ears. Plugging your ears blocks the outside noise leaving only the sound in your head which makes it comparatively louder.

This is also why you sound different to yourself than to everyone else.
