There is no sun inside your home, that’s why. Go sit in the shade in 15 degree weather, same result.

Radiant temperature from sunlight plus humidity makes 60F feel warm in the outdoors. In dry/low humidity areas when the sun goes down or you are in the shade the lack of radiant temperature from the sun has a dramatic effect on relative warmth perception for you body. The humidity in the air is water vapor and has the ability to hold onto the radiant heat.

Inside is ambient temperature while outside has the sun and wind to cause it to feel warmer or colder.

Because at home you relax and outside you are (mostly) active?

Because you wear more clothes outside?

Apparent temperature is the temperature equivalent perceived by humans, caused by the combined effects of air temperature, relative humidity and wind speed

All good answers. I’d also like to add that when you’re inside you expect to be more comfortable so anything that feels off is really going to feel off.
