Plastic cups typically have coating on them that causes the gasses in the beer to get “stuck” (accumulate) as the beer pours over it. The purpose of this coating is to be hydrophobic – prevent the cup from getting wetted (you want it holding water, not being wet).

A glass allows the liquid to just slide over it without catching much gas and it’s the “catching” that produces bubbles and foam (you’ve likely seen little spots on the inside of a glass that seem to be pumping out bubbles – that’s a spec of dust dirt that is doing the same thing to that bit of beer that the entire interior surface of the plastic cup does.
