Why does being exposed to wind or constant airflow to the neck area or back cause stiffness?

When cool wind constantly is in contact with your neck, the body tightens the veins to preserve heat. This means less blood to the muscles, which causes stiffness.

Fun fact: Alcohol prevents this, and causes the veins to open. That’s why if you drink in extremely cold weather, you feel warmer but you are actually in danger of Hypothermia.
