When cool wind constantly is in contact with your neck, the body tightens the veins to preserve heat. This means less blood to the muscles, which causes stiffness.

Fun fact: Alcohol prevents this, and causes the veins to open. That’s why if you drink in extremely cold weather, you feel warmer but you are actually in danger of Hypothermia.
