Why does everything look like an old static T.V. channel in the dark?

When you are in a very low-light environment and you look at the walls it almost seems like you can see static. Are my eyes just tricking me or is this a common thing?

Your eyes contain two types of light detecting cells:

1. Rods, that detect the presence of light, without regard to colour.
2. Cones, that we generally have three types of and detect different wavelengths and allow us to perceive colour when sufficient light is present.

When light is low, your cones aren’t helping your vision very much, and you therefore rely on your rods. This results in less clarity in your vision, as you are working with only part of your visual hardware, so to speak.
