Your eyes contain two types of light detecting cells:
1. Rods, that detect the presence of light, without regard to colour.
2. Cones, that we generally have three types of and detect different wavelengths and allow us to perceive colour when sufficient light is present.
When light is low, your cones aren’t helping your vision very much, and you therefore rely on your rods. This results in less clarity in your vision, as you are working with only part of your visual hardware, so to speak.
