It’s determined by what gas you’re farting and how it got there.
The loud ones are when you swallow air. People naturally swallow air as a part of eating. These are, accordingly, not very smelly.
The silent ones are gross gases that come from digestion or bacteria. That’s why they smell so bad – though they usually don’t generate enough gas to have much pressure.
If a fart is loud *and* stinky, it’s just both types of farts going off at once. Or, your gut is generating way more gross gases than normal, which is maybe bad.
