Two reasons…

Chewing creates vibrations (sound) within your mouth that interferes with other external sounds. Also, when one sense is being used primarily, your other senses aren’t as focused.

The inner ear responsible for translating sounds into signals are brain can understand is very much inside of and connected to the skull. When you eat the vibrations from biting through food travel through your jaw and vibrates the inner ear enough that it mixes in the sound of chewing with the sound of the world around you and makes the outside sound seem quieter.
