Why does it seem like someone is peeping in your peripheral vision?

When your looking at something it often seems like some is peeping at you from the corner of your eye. Why does this happen?

Your sense to perception, especially sight, is a representation of reality formed from both current and previous information. In fact, periferal vision is extremely poorly defigned. What you think you see is an illusion formed primarily from memory and refreshed whenever movement causes you to move your eyes to look in that direction. Because you aren’t looking at those people, you cannot be shure if they are currently staring it you. Naturally this could be disconcerting.
