why does it seem like the water takes longer to shut off the lower the water pressure is?

There is a distance between the valve that closes and end of the pipe into the sink. When the water pressure is higher then the water velocity tends to be higher as well, so it covers that distance faster. The result is the water in the pipe leaving sooner and ceasing to flow.
