Why does it tickle when somebody tickles you but not when you do it to yourself? And why does it make us laugh?

you can tickle yourself, But just like the other comment said, if you use it with your hands, it nullifies the feeling since your brain predicts it, brains is working hard to make you survive, it has no benefit nor is it fast, to spend resources on that.

If you want to tickle yourself alone, you should use something that has a soft and flexible shape, like a bird feather, since your brain will try to predict it, but some movements will not be expected, the feeling is still very low tho.

About why it makes us laugh?
Socializing, hanging out with family, talking to friends, BEING TOUCHED (Non-sexual) brings us happiness, That is the need of the human being, So when you are tickled, your body feels the vulnerable parts under attack (escape feeling), but you know that the person who does this to you will not hurt you, is just playing (socializing -> Happiness)

So you laugh, because you are happy.
