I’m assuming you mean “licking.” Licking them makes them more dry because the saliva draws moisture away from the lips as it dries. Chapstick helps prevent moisture from evaporating as it covers the lips in a layer of oils.

As previously mentioned, licking your lips pulls excess moisture as saliva evaporates. In addition to this, your saliva has enzymes that begin the digestive process; the delicate skin on your lips cannot deal with this like the skin on your arm could.
