Yo and Jong are basically 2 separate names. It seems common that 1 of them is inherited from parents or grandparents, see Kim Il-sung – Kim Jong-il, Kim Jong-un, Kim Jong-nam, Kim Yo-jong.

Kim is the family name. The other names are more like first names and many Korean first names are compound words (which is what the dash indicates).
