Acne occurs from the lower layers of your skin up, and consists of more than just the visible pimple. These lower layers of skin do not heal like the top layers. They form scar tissue.

A cut is usually on the top layers of your skin. Assuming the cut wasn’t very deep, only the top layers of your skin will be affected. They will heal completely, leaving no scar tissue.

Note that blood vessels are not under *all* the layers of your skin. capillaries extend quite deep into the skin (ie, come quite close to the surface). you can cut a capillary without going deep. Think of a shaving cut.
