Why does slowing down audio sometimes deepen voices, but sometimes not?

I think that is a common misconception, slowing audio should not deepen anything, it just changes speed. if there is deepening, its the pitch that is changing. Some software change both when it says its changing speed, yet if you select speed only, you will notice it sounds the same but slower
