why does smog stay around cities and not blow away?

The wind that blows it away also mixes it with air that is not as smoggy, diluting it so that it stops being obvious and recognizable as smog.

All of the chemicals in smog still end up in the atmosphere over other places, but by the time they get there they are so spread out they don’t look like smog anymore.
