The same applies to shampoo – whenever my hair is oily the shampoo doesn’t make as many suds as it does usually.

The soap/shampoo is emulsifying the oil — the molecules in the soap are breaking down the oil.
There are ingredients in soap that make bubbles (lathering ingredients) and there are others that actually break down the oils. The lathering ingredients are mostly there to make it look like it’s working, but the lather does move the oil away.
