why does stars tinkle and planets don’t ?

Stars don’t urinate but they do twinkle.

They do this because they are so far away that their light is literally a super small point in our sky. To the point that material in our air can actually get between you and the star and mostly cover it up. This causes the experience of twinkling.

However when we see planets in the sky they are significantly larger than a super small point because they are closer. So materials in our air, like dust particles, aren’t big enough to fully obstruct your vision of it. Thus, no twinkle nor tinkle. 😏
