The control simply verifies that fluid has made it through the test media to that point whereas the test line is dependent on certain molecules or proteins or whatever the test is for collecting on that line, which takes time.

Tets work with proteins most of the time, they need some time to react with whatever they should react with. The control line just indicates that fluid made it where it should be.
