Your normal skin actually has several layers of dead skin cells between the healthy fresh skin and the harsh outside environment.

New skin after a cut doesn’t have that extra protective covering, meaning that sensitive skin is just exposed to the outside world. That new skin is the same kind of skin that is exposed when you skin your knee but don’t actually bleed/break the skin.
