Why does the spiciest food still read 16,000,000 Scoville Units?

From what I understand, pure capsaicin crystals are 16,000,000 SHU, but they’re also insoluble, so you have to put them in something like a shot of vodka or as found recently in a mix of what are known as “Death pretzels”, yet they still read 16,000,000 SHU. I would imagine anything that’s not the capsaicin crystals would dissolve and dilute to some extent when mixed with anything else, so why does it still read 16,000,000 SHU?

Anything that claims to be as spicy as pure capsaicin when it’s something other than pure capsaicin is lying. The spiciest hot sauce in the world (or so I’m told last night by my hot sauce loving coworker) ranks at 8,000,000 units. You are correct that it would dilute and not be as spicy. Unless there’s some other way to be spicy that I’ve never heard of.
