Your perception of time is dependent on how many memories you’re creating. Think of it as your screens frame-rate.

When you are tired your brain gets lazy and stops creating so many memories. You notice fewer moments of time. So when you create 30 moments per second and then think back on them at 60 moments per second, it will feel like time is fast.

Your brain can also go the other way. When you are in danger your brain ramps up into overdrive. Making a lot of memories very quickly making time appear to slow down. Giving you more chance to react to something that might hurt you or give you longer to realize how much this is going to suck.
