Human skin produces a oils that help protect the skin and retain moisture. Small amounts of water won’t make a difference. But larger amounts, like if you’re heavily rinsing your hands, bathing, swimming, all of that water removes the oils on the surface of the our skin, making it easier for the water in our skin to evaporate.
