Why does wringing out wet clothes not get them fully dry

Wringing decreases the volume of space between fibres. Displaced water pools around the compressed fabric until gravity overcomes surface tension causing the water to drip away. Drops which aren’t heavy enough to overcome surface tension stay stuck to the fabric.
