why dust in PC/laptop decrease its cooling performances?

I don’t get how dust can decrease the cooling performance. Does it slow down the fans? Does it prevent the radiator from, well, radiating away heat?

When rebuilding my pc last December I found this.

Technically both, but the second is the much more significant effect (unless you get such a solid dust mat in your cooling fins that air can literally not travel through the computer anymore – which happens quite a lot with laptops).
