It’s just a continuation of the pattern exponents make

2^3 is 2x2x2

2^2 is 2×2, or you could say (2x2x2)/2

2^1 is 2, or (2×2)/2

2^0 is 1, or (2)/2

then going further

2^-1 is 0.5, or (1)/2

2^-2 is 0.25 or (0.5)/2

Basically, it just makes things more consistent and workable when you extend exponents past what they are intuitively representing.
