why is 12 the magical age for drug store medicine?

Every time you read the back of a medicine box the age is always 12 when you are considered an adult. Why is this?

in addition to body mass and more “adult” reactions to things: by that age most kids are grown enough that they can be intubated normally if there is an adverse reaction and they can do a better job of describing the symptoms of side effects
