Why is 68 degrees on a heater seen as normal, while 78 degrees is normal on an Air conditioner?

I think it’s because the air conditioner doesn’t heat up the whole room as efficiently as a thermostat, so the air near the air conditioner may be close to 78 so it will shut off, and the middle of the room will feel perfect and the other side might feel colder
