Why is A1 category limited by cc, but A2 by KW?

In most of Europe there are 4 motorcycle classes:

AM-50cc-from 15 yo

A1-125cc-from 16 yo

A2-35kw-from 18 yo

A-full license-from 24 yo (20 with 2 years of A2 ownership)

Why isn’t A2 also determined by cc, but by KW?

Because you can restrict a full power bike to 35KW, and then the owner can remove the restriction if/when they upgrade to a full license.
