why is boiling water sometimes perfectly still?

A pot of water on the stove long enough to be boiling, but the surface of the water is still. A bunch of water is gone from the pot. When you go to take it off the burner, thus moving the pot, the water instantly erupts into an angry violent boil (I’d call it more than just a boil but unsure how to explain it), but then settles back down quickly and still isn’t appearing to boil. What is that, and why was it still in the first place?

Bubbles need a little boost to form, and if the surface of the pot is very smooth and there’s nothing in the water, the bubbles have a hard time forming. Moving the pot jostles the water enough that bubbles form.

Also removing the pot from the heat likely lets the water cool to just below boiling temp, so it stops boiling.
