Why is hot water cloudy?

Not sure exactly what you mean by cloudy, but it may be that you are seeing the effect of different water temperatures mixing. The very hot water from your water heater and the normal cold water have different densities. This affects how light travels through. If they are not fully mixed coming out of the tap, the water might look cloudy until it all becomes the same temperature.
