It contains air, simplest answer.

Heated water molecules expand, pressure trapping tiny air bubbles. Once it flows out of the tap, the pressure is released and the air bubbles escape and the water clears

Drain some water out of your hot water heater using the outflow valve at the bottom.

Sludge accumulates at the bottom and this should be done at least once a year.

When draining, once the water runs clear the valve can be closed.
