why is it colder when the air conditioner is at 23 degrees than compared to when the weather app says it’s 23 degrees out ?

There’s several factors, conditioned air is often drier than outside air, and humidity plays a major part in “feels like” temperature. As well, you might just be noticing that it’s cold inside when you’re not wearing all the clothes you might be wearing if you were outside. Then, there’s also the fact that you might be more used to hotter temperatures when you set your AC, making the relatively cooler 23 seem colder than it might otherwise feel.
