Why is it difficult for governments to stop robo/spam calls from happening?

It isn’t really. It would just require phone companies to put in some effort, and they don’t want to do that. Spam calls make money for phone companies, so they don’t want to stop them.

In the US, stopping SPAM and robocalls is a clear violation of the free speech rights of the companies making the calls. The government gets into grave danger when it starts saying which speech is prohibited between two people over the phone.
