Water, being a liquid and all, forms a smooth surface. When your mouth is dry, it’s less smooth, and when air passes over it that causes turbulence, which interferes with how whistling works. Air needs to flow smoothly for a good-sounding whistle. Once you wet your mouth that liquid fills many of the tiny bumps/grooves/features of your lips, making it smoother and giving you a clear whistle.
