It’s not really illegal most places. There are laws on the books prohibiting passing on the right but they are generally referring to two lane roads where passing on the right would require you to leave the roadway.

Most states require you to pass on the left in general – whether you’re passing a truck or not isn’t relevant.

It’s generally a very stupid move: large trucks typically have limited view of their right side, and they aren’t expecting to be passed on the right
