Why is it so hard to pinpoint exactly where some electronic beeping sounds are coming from?

Because beeping sound are unnatural and only have one frequency. Ears work best when hearing chaotic frequency, not the same thing over and over again.
One of the reason dog tilt their head when hearing single frequency noise, to distinguish right and left better.
